(a)   The City of Solomon is authorized to contract with a suitable commercial debt collection company to collect debts owed the City of Solomon which have become delinquent.

(b)   The debtor shall pay all reasonable costs of collections. Any debt which is chargeable against an individual, as allowed by law, may be sent for collections through a commercial collections company contracting with the City of Solomon.

(c)   The costs of the collection company shall be assessed by the collection company, against the debtor on the account and made part of the debt owed, at the time the debt is referred to the debt collection company, except that such costs of collection may not include both attorney fees and collection agency fees.
