CHAPTER I. ADMINISTRATIONCHAPTER I. ADMINISTRATION\ARTICLE 10. REVENUE, FINANCE & COMMUNITY DEVELOPMENT

The following are designated as main trafficways of the city pursuant to K.S.A. 12-685 et seq. for purposes of bond financing certain improvements:

(a)   Fourth Street, from the east city limits to the west city limits.

(b)   Poplar Street, from the South line of Main Street to the North City limit, and 200 Block South.

(c)   Main Street

(d)   Walnut Street

(e)   West 1st Street - 100 Block West

(f)    East 1st Street - 100 Block East.

(a)   Neighborhood Revitalization Plan. The City Council does hereby adopt the Neighborhood Revitalization Plan, as set out in Ordinance No. 687, and incorporated by reference as if fully set forth herein.

(b)   Designation of Neighborhood Revitalization Areas. That the City Council hereby designates the real property described in Part 1 of the Neighborhood Revitalization Plan as the Neighborhood Revitalization Areas, and finds that the following conditions exist within said areas: 1. A predominance of buildings which, by reason of dilapidation or obsolescence, are detrimental to public safety, health and welfare and could be removed and replaced with new construction; 2. A substantial number of deteriorating structures which impair the sound growth of the city, retards the provision of housing, and constitutes an economic liability; 3. A predominance of vacant land, served with municipal services, suitable for development or redevelopment; and 4. A predominance of buildings which, by reason of age or architecture, should be restored to productive use; and finds that the rehabilitation, conservation and redevelopment of said area is necessary to protect the health, safety and welfare of the residents of the city.
