The mayor shall appoint, with the approval of the governing body, a library board for the library of the City of Solomon. The library board shall consist of seven members to be appointed in the manner and for terms provided by law. The mayor shall be ex officio a member of such board with the same powers as appointed members.

The library board shall annually meet and organize by the election of a chairman, a secretary and a treasurer and such other officers as they may deem necessary. The board shall fix the date and place of its regular meetings and special meetings may be called by the chairman or upon written request of a majority of the members in the manner provided by law.

The library board shall be responsible for the general operation and maintenance of the city library -and shall make and adopt rules and regulations for the administration thereof.
