(a)   Mobile Home Park - is a tract of land which is used or held out for the purpose of supplying to the public a parking space for one or more house trailers, which tract of land has heretofore or hereinafter been subject to the written approval of the governing body of the City of Solomon, Kansas.

(b)   Mobile Home - is hereby defined as any house car, house trailer, trailer home or similar mobile unit which may be used for permanent, semi-permanent or temporary living quarters.

It shall be unlawful for any person to establish, operate or maintain upon any property owned or controlled by him a mobile home park within the limits of the city without first having secured a license therefor from the city clerk. Such license shall be issued by the city clerk upon the approval of the city council. Such license shall expire January 1st of each calendar year.

When any mobile home is located within the city limits and occupied for a period of 30 days, it shall become subject to the provisions of Chapter 16, Article 3 of this code and sewer connections to said mobile home may be required by the board of health for the protection of the health of the public.

It shall be unlawful for any mobile home to be parked in any street or alley between the hours of one a.m. and five a.m., except in case of an emergency. At no time shall a mobile home be parked on a sidewalk or the parking between the sidewalk and the roadway.

Any person desiring to establish a mobile home park from and after March 3, 1972, shall present to the governing body a plat of the proposed area indicating the number of spaces to be used, providing for roadway access sufficient for servicing of said area by the emergency vehicles of the City of Solomon, Kansas. The plat must be approved by the governing body and a building permit required for the construction of any platforms, etc., in the construction of said mobile home park. There shall at all times be maintained sufficient tie-down provisions for trailers located upon and in said mobile home park so as to assure reasonable protection against the elements.

That any and all existing and registered mobile home parks as of March 3, 1972 and having registered and paid the license fee required by this article by April 1, 1972, are exempt from the area per unit space required and from the submission of a plat to the governing body for approval for a period of 10 years from March 3, 1972. Thereafter, such park shall comply strictly with all provisions of this article.

Mobile home parks shall be operated and maintained in accordance with this article and in accordance with the zoning ordinances of the City of Solomon, Kansas.
